Usporedba odobrenih priređivača casino igara u Hrvatskoj

Popis Ministarstva financija sadrži dvanaest priređivača odobrenih za igre na sreću putem interneta; svi posluju na vlastitim domenama završenim nastavkom .hr. Donja tablica obuhvaća deset priređivača koji drže pravo na casino igre, zajedno s njihovim trgovačkim društvima, vrstom igara, web adresom i statusom po pitanju ethereuma. Status ethereum plaćanja nije nigdje javno dokumentiran, pa je u rubrici „Podrška za ethereum“ ostavljen samo znak „—“ za sve priređivače; na tržištu koje ne odobrava kripto uplate to je očekivano stanje, a ne propust pojedine kuće.

Na istom popisu nalaze se i Hrvatska Lutrija d.o.o., jedini priređivač lutrijskih igara i ujedno casino igara te igara klađenja, te još jedan organizator; oba su izostavljena iz gornje tablice jer drže isključivo lutrijske igre ili klađenje bez casino ponude. Tablica ne ocjenjuje ponudu — poredak slijedi redoslijed s popisa Ministarstva i ničemu drugom. Čitač koji iz nje traži „najbolji casino“ traži nešto što ona ne nudi: usporedba ovdje služi tome da se vidi tko uopće smije nuditi casino igre u Hrvatskoj i pod čijim je trgovačkim društvom, a daljnja usporedba ovisi o ponudi svakog pojedinog priređivača.

Što je „ethereum casino“ i zašto se taj pojam u Hrvatskoj ne ostvaruje

Ethereum je blockchain platforma pokrenuta 30. srpnja 2015. godine. Pokretanje je označila inačica „Frontier“, a među osnivačima se uz Vitalika Buterina navode Gavin Wood, Charles Hoskinson, Anthony Di Iorio i Joseph Lubin. Na pokretanju je 11,9 milijuna novčića bilo „predrudareno“ za skupnu prodaju, a sama ideja za ethereum postavljena je još krajem 2013. godine.

Sustav je doživio dva velika tehnička preokreta. Prvo je 2016. godine, nakon hakerskog napada na DAO, uslijedio hard fork kojim su nastali Ethereum (ETH) i Ethereum Classic (ETC) kao dva odvojena blockchaina. Drugo, 15. rujna 2022. godine ethereum je prešao s dokaza o radu (proof of work) na dokaz o ulogu (proof of stake), čime je potrošnja energije smanjena za više od 99 %. Za registraciju validatora u sustavu dokaza o ulogu potrebno je uložiti 32 ETH ili više.

Nadogradnja „London“ od 5. kolovoza 2021. uvela je mehanizam EIP-1559, kojim se dio ethera plaćenog u naknadama za transakcije uništava umjesto da pripadne predlagatelju bloka. Glavni programski jezik višeg stupnja za pametne ugovore na ethereumu je Solidity, sličan jezicima C i JavaScript.

Iz ovoga slijedi objašnjenje zašto se pojam „ethereum casino u Hrvatskoj“ ne može doslovno ostvariti: casino koji prihvaća ether kao uplatu podrazumijeva povezivanje igračeva novčanika s kladioničarskim sustavom, što je u Hrvatskoj u sukobu sa Zakonom o igrama na sreću. Sva prava priređivanja igara na sreću, uključujući casino igre, drži ili Hrvatska Lutrija d.o.o. ili priređivači s pravom na zemaljsko poslovanje koje je Vlada dodijelila na petnaest godina, a mrežno poslovanje moguće je samo uz odobrenje Ministarstva financija. Nijedan odobreni priređivač u Hrvatskoj ne nudi ethereum kao uplatno sredstvo, što je i razlog zašto tablica iz prethodnog odjeljka nosi oznaku „—“ u rubrici za podršku.

Pravni okvir: tko smije, a tko ne smije nuditi casino u Hrvatskoj

Croatian statute treats every game of chance as a state right transferred to Hrvatska Lutrija d.o.o. Casino games may also be organised by companies seated in Croatia that hold a casino right granted by Government decision, valid for fifteen years; the right to offer casino games online belongs only to those companies, and only after the Ministry’s separate approval. The Ministry’s list of approved online organisers has twelve entries, all on .hr addresses. Foreign organisers are banned by čl. 68 of the Zakon o igrama na sreću (NN 87/09, last amended NN 72/25, in force 1 May 2025); taking part in a foreign game of chance when the stake is paid in Croatia is likewise banned.

Detail on online casino is set by the Pravilnik o priređivanju igara na sreću u casinima putem interaktivnih prodajnih kanala on-line igranja (NN 78/10, amended NN 129/25). Ministarstvo financija signs the contract on the right to organise and issues the approval, supervises the Act, and signs approvals; Porezna uprava enforces the Act, publishes the list of approved online organisers, and issues blocking orders against unlicensed addresses.

There is no separate gambling authority in Croatia, and the term „licencija“ implies one. What each organiser holds is an odobrenje Ministarstva financija, written into a contract signed with the Ministry, and the only public register of who holds one is the Ministry’s list as published by Porezna uprava. Bet365’s addresses were both subject of blocking orders — www.bet365.com on 27 May 2019 and bet365.com on 12 August 2019 — which is how an unregulated address leaves the Croatian market, and how the player on it loses every protection the Act grants.

Ograničenja i pravila za igrača kod odobrenog priređivača

Croatia sets no statutory stake, spin, deposit or loss cap for online casino. The terms a player meets are the organiser’s own: welcome bonus, wagering multiple, expiry, max stake per spin, payout time, accepted payment methods, identification procedure. None of those is fixed by the Act.

A player may, at any time, notify the organiser of a personal cap on the highest deposit or loss for a chosen period. The cap may be set or revoked in writing; the Act does not establish a waiting period before a player can raise the cap. The procedure is between the player and the organiser, with no statutory minimum or maximum.

Identification uses the OIB (osobni identifikacijski broj), and registration with an organiser requires it. Only the one account registered for a player may receive winnings; payout must be immediate and at the latest within four working days, with the option to withdraw only won money, not bonus funds. Bonuses and free spins are not transferable, and only the organiser’s terms define the wagering requirement.

Since 1 May 2025 advertising bonuses and free spins is banned everywhere except on the organiser’s own website. Internet advertising of gambling is banned between 6:00 and 23:00; content in electronic publications must not link to an organiser’s site; and a private individual who advertises can be fined 3.980 to 6.630 €. The Act’s winnings tax covers lottery and betting winnings only, with rates of 10 % up to 1.500 €, 15 % to 4.000 €, 20 % to 70.000 € and 30 % above, withheld by the organiser; casino winnings are not covered by it. How winnings from a foreign site are taxed is not established in the Act — neither „tax-free“ nor „taxable“ is the right word for them.

The Croatian exclusion register (Registar isključenih igrača, RII) is kept by Hrvatski zavod za javno zdravstvo (HZJZ), working since 1 August 2025 and visible at every organiser since 1 November 2025. Registration is filed through e-Građani (Hana) or with an organiser; periods run 3 months (irrevocable), 6 months, 1, 3 or 5 years, or permanent. Early revocation is not possible before 3 months from filing. The minimum age for casino play is 18. Što se gubi na neodobrenoj adresi

Porezna uprava blocks unlicensed web addresses by a nalog o zabrani rada, carried out within 15 days. The player on an unlicensed site loses three things at once: the Croatian exclusion register, Croatian supervision, and the payout rules of the Act. An unlicensed site runs on its own house rules; the player’s recourse if it refuses a payout is whatever the site’s own terms say, and the player has no Croatian supervisor to complain to. Bet365’s addresses were subject of blocking orders — www.bet365.com on 27 May 2019 and bet365.com on 12 August 2019 — which is the most concrete example of how that mechanism looks in practice.

The Act’s penalty for a natural person who takes part in a foreign game of chance when the stake is paid in Croatia is 1.320 to 6.630 € (čl. 73 st. 5); no case of a player actually fined for playing on a foreign site was found, and the text is what matters, not a projection of enforcement. Porezna uprava treats unlicensed sites as illegal offer, not as unfair competition, and blocks the address, not the player. Unlicensed sites are best presented as unprotected, not as criminal: a player who chose one made an unregulated choice, and the right framing is „without protection“, not „at risk of prosecution“.

Blokchain i porezni tretman ethereuma u Hrvatskoj

Porezna uprava addressed the tax treatment of crypto-to-crypto exchange in an opinion of 19 March 2018, ruling that no capital gain arises when one cryptocurrency is exchanged for another, and that capital gains tax applies at the moment of conversion to the official currency. Crypto received as a wage, an inheritance or a gift follows the income, inheritance or gift tax regime; mining is taxed as self-employment income if done as a business, otherwise as other income. Zakon ne predviđa korištenje ethereuma kao uloga u igrama na sreću, a jedini put koji bi bio zakonit je pretvorba u eure putem registriranog mjenjača prije same uplate. None of the twelve approved online organisers accepts ethereum, so this path is theoretical for casino play in Croatia today.

Arena Casino — primjer odobrenog priređivača

Arena Casino is the casino brand of SUPER IGRA d.o.o., which holds an odobrenje Ministarstva financija to organise games of chance on the internet — casino games and betting — at the address arenacasino.hr. SUPER IGRA d.o.o. appears on the Ministry’s list of approved online organisers (read 6 October 2026).

The brand’s own welcome bonus, as published on its site, is a 100 % match up to 1.000 € on the first deposit, with a minimum deposit of 10 €. The bonus is valid for 7 days, the wagering requirement is 30x the bonus amount, and the stake per spin is capped between 0,10 € and 10 €. None of those figures is fixed by the Act; they are the organiser’s own terms.

What the player is buying with a 1,000 € bonus at 30x is 30.000 € of required turnover before any withdrawal. At a stake of 0,50 € per spin — the midpoint of the allowed range — that is 60.000 spins. At a five-second interval between spins, 60.000 spins work out to roughly 83 hours of play, which is about two working weeks of full-time play, and it excludes the initial deposit entirely. The bonus is sized for someone who plans to play through, not for someone who wants to try a single session.

The wagering multiple of 30x sits in the middle of the European range for online casino welcome bonuses; some brands ask for 25x, others for 40x or higher. Kako procijeniti ponudu odobrenog priređivača

The Croatian framework fixes what an organiser cannot do: it must identify the player by OIB, it must respect the four-working-day maximum on payouts, it must register self-excluded players, it must not advertise bonuses outside its own site, and it must hold an odobrenje Ministarstva financija. Everything else — the bonus structure, the wagering multiple, the game library, the loyalty programme, the payment methods — is the organiser’s own.

A player comparing two Croatian casino brands is comparing their own terms, not the law. The wagering multiple and the expiry together determine how long a bonus takes to clear; the stake cap per spin determines the play pattern; the payment methods determine who can play at all. None of those is announced in a single headline figure, and the headline bonus is the smallest piece of information a player needs before claiming it.

The Registar isključenih igrača (RII) is the Croatian exclusion register, kept by HZJZ. It has been working since 1 August 2025 and is visible at every approved organiser since 1 November 2025. A player can file for exclusion through e-Građani (Hana) or directly with an organiser, and the available periods are 3 months (irrevocable), 6 months, 1, 3 or 5 years, or permanent. Early revocation is not possible before 3 months from filing, and the 3-month period cannot be revoked at all. A player on the register cannot register at any approved organiser in Croatia, which means the exclusion is total within the licensed market.

Personal limits on the highest deposit or loss are set with the organiser, in writing, and may be revoked in writing at any time; the Act does not establish a waiting period before raising the limit. Personal limits and the exclusion register are two different mechanisms: the limit applies to one account and one organiser, while the exclusion register applies across all approved organisers.
